Apartment ADUs in Fox Hills
Fox Hills ADU Builder for Apartment Lots
Fox Hills was annexed in 1964 and built out in the 1970s with apartments, condominiums and the regional mall. Its ADU potential is mostly multifamily, which follows a different set of rules than single-family lots.
Apartment Lot ADUs in Fox Hills Under SB 1211
Since 2025, state law has allowed a lot with an existing multifamily building to add up to eight detached ADUs, provided the ADUs do not outnumber the existing units. On top of that, unused non-livable areas like storage rooms and garages can be turned into ADUs, with a floor of one unit and a ceiling of one quarter of the existing units.
For a 1970s apartment building in Fox Hills, that can mean several new homes on a single lot. A 20-unit building, for instance, could in principle convert space for up to five units and add detached units where room allows. The practical limits are physical: lot coverage, open space, fire access, and the capacity of water, sewer and electrical services.
These applications are reviewed ministerially by Culver City's Current Planning and Building Safety. No hearing is held, and the state's review deadlines apply once the application is complete.

Converting 1970s Garages and Storage Rooms
Buildings from this era often have tuck-under parking, subterranean garages, storage cages or shared laundry rooms. Some of that space is underused today. Converting it into an ADU brings specific challenges: fire-rated separation from the rest of the building, natural light, emergency egress, ventilation and plumbing connections to drain lines that may be fifty years old.
Structural work needs care. Ground-floor parking in many 1970s buildings supports the units above, and adding walls, windows or doors has to work around existing columns and beams. Some buildings in the region also have soft-story seismic concerns, which an engineer should evaluate before a conversion is designed around the ground floor.
State law waives replacement of parking lost to an ADU conversion. Tenants with assigned spaces still have lease rights, so owners need to handle those separately.
Fox Hills Condominiums and HOA Approval
Condominium complexes are a different situation. In a condo project, the land, exterior walls and shared garages are usually common area owned by the homeowners association. An individual owner cannot build an ADU in common space without the association, and often a change to the governing documents.
That does not rule out ADUs in condo complexes, but it makes them an association-level decision. A board considering ADUs as a way to add value or address common-area use can work with us on feasibility before taking it to members. For individual condo owners, the realistic options are usually limited to what the HOA allows inside the unit.
Local news reported that Culver City approved amendments in February 2026 allowing ADUs to be sold separately as condominiums. That may open new possibilities for some properties once the final code text is confirmed with Current Planning.

Detached ADUs on Fox Hills Apartment Lots
Detached ADUs on an apartment lot usually go on surface parking, an unused yard or a corner of landscaping. State law allows at least 18 feet of height for a detached ADU on a lot with a multistory multifamily building, plus up to two more feet to match roof pitch, and 4-foot side and rear setbacks.
Utility capacity is the most common limit. A building's water service, electrical switchgear and sewer lateral were sized for the original units. Adding several ADUs may require upgrades. Water may come from either LADWP or Golden State Water, and power from Southern California Edison, so we coordinate with the right provider early. Phasing the work, starting with conversions, is a sensible way to spread cost.
ADU Options for Fox Hills Properties
Storage Room ADU Conversions
Unused storage or laundry rooms can become units, with the allowance starting at one unit and scaling to a quarter of the building's units.
Detached Units on Parking Areas
Surface parking or open corners of an apartment lot can hold new freestanding units, as many as eight if the building already has at least that many apartments.
Tuck-Under Garage Conversions
Underused ground-floor parking can be converted, with engineering to work around columns and beams. Removed spaces need not be replaced.
HOA-Led Condo ADU Studies
Condominium associations can study ADU feasibility on common areas before bringing a proposal to members, with permits through Culver City.

FAQs
Fox Hills Apartment ADU Questions
How many ADUs can a Fox Hills apartment building add?
The state formula has two parts. Detached units can number up to eight, never exceeding the existing apartment count. Conversions of unused space add at least one more unit and as many as a quarter of the existing count. The site and its utilities set the practical ceiling.
Can I build an ADU in my Fox Hills condo?
Only with HOA involvement, because the land and shared spaces are usually common area. The association decides whether to pursue ADUs.
Do new ADUs require replacement parking in Fox Hills?
No. Spaces converted into ADU floor area are exempt from replacement. Existing tenant parking rights under leases still apply.
Who permits ADUs in Fox Hills?
The City of Culver City. Fox Hills was annexed in 1964, so Current Planning and Building Safety review ADU applications there.
