Multifamily ADU Construction in Culver City
Apartment buildings and duplexes in Culver City can add ADUs too, often more than one. State law now allows both converted space inside the building and new detached units on the same lot.
SB 1211 and ADU Counts on Culver City Apartment Lots
Effective in 2025, the law lets the owner of an existing multifamily building add detached ADUs up to a cap of eight, but never more ADUs than there are existing apartments. In other words, a fourplex tops out at four new detached units, and only if the lot can physically hold them.
On top of that, non-livable space inside the building can be converted. Storage rooms, boiler rooms, passageways, attics, basements and garages all qualify. Cities have to permit at least one of these conversion units, and as many as a quarter of the building's existing units. A lot with a proposed multifamily building, rather than an existing one, can add up to two detached ADUs.
These are by-right allowances, reviewed ministerially without a hearing. Culver City applies its own objective standards on top, which we check against Municipal Code Section 17.400.095 for your parcel.

Fox Hills and Other Multifamily Areas in Culver City
Fox Hills is the clearest example. The area joined the city in 1964, and most of its buildings went up in the 1970s: apartment complexes, condominiums and the regional mall. Many of those buildings have tuck-under or podium garages, storage rooms and landscaped open areas that could hold conversions or small detached units.
Condominium complexes are a different case from rental buildings. Common areas belong to the homeowners association, so any ADU there needs the association's involvement and usually a change to the governing documents. Rental buildings owned by one party are far simpler to plan.
Outside Fox Hills, duplexes and small apartment buildings appear throughout Culver City along busier streets and near downtown. Next door, Palms is mostly apartment buildings and falls under LADBS, where the same state allowances apply under City of Los Angeles procedures.
Converting Garages and Storage in an Apartment Building
Conversions inside an existing building have their own technical hurdles. Separating a new unit from the rest of the building needs fire-rated walls and ceilings. Natural light and emergency egress windows can be difficult in a basement or interior storage room. Plumbing has to tie into building drain lines that may be decades old.
Garage conversions in tuck-under parking raise a structural question: the garage often supports the units above, so new walls and openings are designed around existing posts and beams. Removing parking for an ADU does not trigger replacement parking under state law, but tenants who use those spaces need to be considered under their leases.
We start with a building walk-through and existing drawings if you have them, then identify which spaces can realistically become units.

Detached ADUs on Multifamily Lots
Detached units on an apartment lot usually go where surface parking, a rear yard or an unused corner sits today. State law allows detached ADUs on lots with a multistory multifamily building to reach at least 18 feet, plus up to two more for roof pitch. Four-foot side and rear setbacks apply.
Utilities are the main planning question. A single multifamily water service, an older main electrical switchgear, and the sewer capacity of the existing lateral may all need upgrades when several units are added at once. In Culver City, the water provider depends on the address, so we confirm whether LADWP or Golden State Water serves the building before sizing new services.
Phasing is possible. Some owners start with conversions inside the building and add detached units later as finances allow.
What Multifamily ADUs Give a Culver City Rental Property
Several Units From One Permit Effort
Because multiple ADUs can go on one lot, a single design and permit process can add several rental homes rather than one, which spreads the soft costs across more units.
Turns Dead Space Into Rental Units
Storage rooms, laundry rooms and unused garages bring in no rent. Converting them into ADUs turns space you already maintain into housing.
No Replacement Parking for ADU Conversions
State law lets you give up parking spaces for an ADU without building new ones elsewhere, which keeps garage and carport conversions feasible on tight apartment lots.
Ministerial Multifamily ADU Review
Multifamily ADU applications are reviewed against objective standards without a public hearing, and the 60-day decision clock applies once the application is complete.

FAQs
Questions About ADUs on Culver City Apartment Lots
What is the most ADUs a Culver City apartment building can add?
Detached ADUs are capped at eight and at the building's current unit count, whichever is lower. Converting storage, parking or similar space yields a minimum of one further unit and a maximum of 25 percent of the existing count. Lot size, setbacks and utilities decide how many actually fit.
Can I add ADUs to a condominium in Fox Hills?
Only with the homeowners association's involvement, since common areas belong to the association. Individual condo owners generally cannot build an ADU in shared space on their own.
Can multifamily ADUs in Culver City be sold separately?
State law allows separate sale as condominiums only where the city adopts an ordinance permitting it. Local news reported that the City Council approved such amendments in February 2026. We confirm the adopted text and requirements with Current Planning.
Do new ADUs on an apartment lot need separate utility meters?
It depends on the building and how you bill tenants. Separate electric meters are common for new units. Water is often shared, but a larger building service may be needed.
What drives the cost of multifamily ADUs?
Fire separation inside existing buildings, structural work around tuck-under parking, utility upgrades for several units at once and site access for detached units. The number of units built at once also affects per-unit cost.
