Palms ADU Builder for Apartments and Single-Family Lots

Just north of Culver City, Palms answers to Los Angeles. It is mostly apartment buildings, with a pocket of single-family homes in its northwest corner, so ADU work here splits two ways.

Palms ADUs Are Permitted by the City of Los Angeles

Palms became part of Los Angeles in 1915, making it the city's oldest annexed neighborhood. That history matters for ADUs: every project here goes through the Los Angeles Department of Building and Safety, with zoning checked against LA's own code. Culver City's PRADU plans and its municipal code do not apply, even for homes a few blocks from the border.

We start with the parcel's zoning and any overlays, which the city's ZIMAS mapping system shows. From there, we draw to LA's ADU standards and plan formats. The state framework sets the outer limits for both cities, including ministerial review, the 15-business-day completeness check and the 60-day decision on a complete application, so the core rules are familiar even if the paperwork is not.

Adding ADUs to Palms Apartment Buildings

Most of Palms is apartment buildings, which makes it a strong candidate for multifamily ADUs. State rules allow detached ADUs on an existing apartment lot up to a cap of eight, and the count cannot exceed the building's current units. Separately, storage rooms, garages and similar non-livable areas can be converted: the city has to allow at least one such unit, and up to a quarter of the existing count.

Many Palms buildings have tuck-under carports, garage bays or ground-floor storage. Those spaces can sometimes become ADUs, though the work involves fire separation, egress and structural care around columns that hold up the floors above. Removed parking does not need replacing under state law.

Owners of older rental buildings should also review how Los Angeles rent and tenant protection rules affect existing tenants and any spaces they use, such as parking or storage, before converting them.

Single-Family ADUs in Northwest Palms

The single-family streets in Palms' northwest corner follow a more familiar pattern. A detached garage at the back of the lot can be converted to a studio or one-bedroom. A new backyard unit can go in with 4-foot side and rear setbacks. Inside the house, a JADU (500 sq ft at most) is another route.

Single-family parcels in Palms get the same state allowance as anywhere in California: a conversion, a junior unit and a new backyard unit up to 800 sq ft can all coexist. Parking is often not required, since much of Palms is within walking distance of transit, and converting a garage does not trigger replacement spaces. LA's own ADU standards add details on height, design and placement that we confirm for each parcel.

LADWP Utilities and Site Work in Palms

Within Los Angeles, both water and power come from LADWP. That simplifies coordination compared with Culver City, where water providers vary by address, but LADWP has its own process and timelines for service upgrades and new meters. A second unit often requires a larger electrical service, and multifamily projects may need significant upgrades to existing switchgear.

Sewer service runs through the city's sanitation system. For apartment lots adding several units, the capacity of the existing lateral and any required sewer connection fees become part of the project plan. We start these utility discussions during design so they do not hold up the final inspection.

ADU Options for Palms Properties

01

Multifamily Storage Conversions

Storage rooms, laundry rooms and garage bays in apartment buildings can become ADUs under state multifamily rules, with permits from LADBS.

02

Detached ADUs on Apartment Lots

Surface parking or open space can hold detached units, up to eight and no more than the existing unit count, with 4-foot side and rear setbacks.

03

Single-Family Garage Conversion

On northwest Palms single-family lots, converting the rear garage creates a separate unit without building new structure in the yard.

04

Transit-Friendly ADU Units

Proximity to transit means many Palms ADUs need no parking at all, making smaller units on tight lots more practical.

FAQs

Palms ADU FAQ: LADBS, LADWP and Apartments

Which department signs off on a Palms ADU permit?

The Los Angeles Department of Building and Safety, with zoning under the City of Los Angeles code. Culver City rules do not apply in Palms.

Can I add ADUs to my Palms apartment building?

Yes. Both converted storage or parking space and new detached units are on the table, within the state's caps tied to your building's unit count. Site and utility limits decide the final count.

Do Palms ADUs get water and power from LADWP?

Yes. Properties in the City of Los Angeles are served by LADWP for both water and electricity.

Do Culver City's PRADU designs apply to a Palms lot?

They do not. The pre-approved program serves parcels inside Culver City, and a Palms ADU is drawn for LADBS plan check.

Do LA rent rules affect ADUs on Palms apartment lots?

They can affect existing tenants and the spaces they use. Review current LA rent and tenant protection rules, ideally with an attorney, before converting tenant-used space.

Can I stay in my Palms home during ADU construction?

Usually. Garage conversions and backyard units keep most of the work outside, and the disruptive days, such as utility tie-ins, are scheduled ahead. Apartment conversions are planned around tenants, with notice before any work that affects shared spaces.
